The proposals in this 2025 White Paper are expected to move forward after consultations with key stakeholders. If these issues are confirmed, the final decisions may be implemented as early as the Autumn Budget later this year.
Major Changes: What to Expect
1. For International Students
Shorter Post-Study Work (PSW) Visa
The biggest change is the proposed reduction of the PSW duration from 24 months to 18 months. While this isn’t yet finalized, it’s likely to be confirmed during the upcoming budget session.
Student Levy
The White Paper also introduces a 6% Student Levy, meaning tuition fees for international students could increase even further.
Stricter Attendance and Progress Requirements
Students will now be required to maintain higher attendance and demonstrate consistent academic progress. Universities will report these more strictly to the Home Office.
2. For Universities
UK universities will also be held to tighter compliance standards:
- Higher international student attendance is now mandatory.
- Institutions must reduce visa refusal rates or face additional scrutiny.
- Course completion rates will be closely monitored.

- A new Agent Qualification Framework will be introduced to ensure ethical recruitment.
- Verified agent training and counselling will be mandatory.
- The agent’s name will now be included in the student’s CAS (Confirmation of Acceptance for Studies) — increasing accountability.
This step is aimed at eliminating unethical practices and ensuring that only properly trained and certified agents are advising prospective students.
